1995 Chevy Caprice Two Wheel Drive

a/c not working. all of a sudden it stop working one day. before it stoped working, i could hear a fan like noise, wen the a/c was on. then it stop working and now wen i turn on the a/c nothing happens but when riding on the freeway at a fast speed all of a sudden there is cooled air coming in, but as soon as i slow down the air slows down also and evensually stops

If the high and low pressures are okay and you can hear the clutch engage the compressor-check the air blend door
