I believe there are 4 torque tip screws located on the back of the center of steering while which hold the air bag unit in place. After removing this access to the horn buttons is fairly easy and straight forward. Repair manuals recommend unhooking the battery so as not to accidentally deploy the airbag. I will warn you though, the horn buttons found in the caprice are not of very good design and break easily. I have replaced mine twice and they have broken each time with very little use. The plastic tabs that hold the buttons together break easily. The are easy to replace but annoying when they keep breaking.
