1984 Chevy Caprice can't get car to turn off

1984 Chevy Caprice 6 cyl Two Wheel Drive Manual

I have a 1984 chevy caprice classic, and I tryed to turn car off. But it's still running and the key won't turn to the off position. I disconnected the battery cables and its still running. I took battery cables together and it has stopped, but can't get key out. What is causing this?

Either the tumbler or the ignition swith has gone bad.
