If you aren't mechanically inclined, then there's no way you can fix this.
There's more than one reason your gas gauge can be stuck in any one position. And it takes diagnostic skills to track it down. (Taking things off and replacing them is expensive, and won't work)
Your gauge itself can be faulty. The fuse to the gauge cluster can be blown. There can be a short in the wiring.
The fuel level sending unit can be sticking. (From dirt or corrosion) There are a few other reasons why, but if you aren't a mechanic with good diagnostic skills, then you need to take it to a shop.
