1998 Chevy Camaro Fuel valve

We have a 1998 camaro that is putting gas in the vacuum line on the passagers side of engine to a valve connected to electrical. If we unhook this vacuum line the car runs good but gas is pumped on the engine when starting. If we hook up the vacuum line then the car acts like it is flooding and hard to start. Also it wants to die when coming to stop signs.
Can you tell me what is causing the gas to come to valve and should it?

If your talking about the round thing on the fuel rail, that would be the fuel pressure regulator and if it's getting fuel in the vacuum, the regulator is bad and will have to be replaced.

The valve I am talking about that is suppling the fuel, I think is on the drives side of fuel rail and vaccuum hose runs to the passangers side and connects to the electrical unit on. So is the fuel pressure regulator on the drivers side? Is it hard to change?

I don't know which side it's on but if it's on the rail and has vacuum, it's the regulator. The book call for 1.5 hr to change it.
