1995 Chevy Camaro Transmission not shifting

This car will not shift up from low. It will move in reverse but when in drive it will stay in low gear. The fluid looks good and the level is fine. I am thinking it might be a sensor, but do not know where to start.

I got close to same problem on mine, im runnin 460 hp then additional 165 hp nitrous, and my car is acting in a manor like yours, I heard something about a tcc relay, but I dunno where it is, if u get any info let me know please
