Use a hammer and a punch with a large enough tip that it doesn't punch through the core plug. Tap the core plug near the edge in an area that hopefully isn't rusted and you will drive the plug into the cooling passage. You should then be able to grab the plug with vise grips and pull the plug out of the block.
