1994 Chevy Camaro RPM surge at idle

Hi, this problem so far as stumped 3 different mechanics and also the chevy dealer.

when I am at a stoplight my car will rev up to 1500-2000 rpm and act like it wants to take off. If I take my foot off the brake it really only goes forward a tiny bit.

my mechanic says it can't be vacuum because I have some item on the engine that suggests the opposite would happen if a vaccuum leak( rpm would drop)
there are no codes to read. No service engine light. And this happens almost all the time but never 100% of the time. But it is getting more and more common when I drive.

It can be vacuum leaks becasue the computer will only richen the mixture so much and if it'a a large vacuum leak it will still leak. I'd check the hoses for softness and cracks. But i'd also clean the throttle plate on both sides with choke cleaner as they get gunked up a bit. Also clean the IAC or have yor mechanic do this and see if it helps. Also check the crank and cam sensors to see if they are within range when hot. They may be at the upper limit or out of limit. Also because of the mileage replace the fuel filter if it hasn't recently.
