1993 Chevy Camaro coolant fans

Hello I have a ??? I have a 93 z28 with 85000 miles just got the car and it has a brand new radiator but the fans dont come on. If I am moving it stays fine but if at stop the temp goes up. How would I check the fans. Am alittle confused with this since it's a new radiator the shop i think should of noticed the fans please let me know asap I dont want to mess up the engine. Never goes in the red but I know the fans arnt coming on. HELP

Check the fan by directing battery power to it-if it comes On-start checking the relay, coolant temperature gauge switch/coolant temperature sensor and the computer fan relay driver
