1993 Chevy Camaro

I have a 1993 Camaro with a 3.4l V6 and there is no compression in the no.3 cylinder.
I removed the intake manifold so I could get to the valve covers to check vale action. All vallve springs and rocker arms were working properly. The cam lobes didn't appear to be wiped.
Decided to remove the cylinder head and found one of the head bolts was broken in the No. 3 position.
I cleaned up the head and block. Removed the broken bolt and installed a new head gasket and new hed bolts. Touqued the head to 41 foot lbs and still no compression on No. 3.
While I had the head off I checked the valve seats on No.3 and didn't notice any evidence of burned valve in the No 3 cylinder.
What do you think? Warped head?
I know I should have performed a value job on the heads, but I was trying to do this on the cheap. Mistake!
There didn't appear to be any obvious piston burn holes or cylinder wall scratching.
Is it possible to find any head bolts that are not torque to yield? I was thinking head studs that will be torqued to 41 ft lbs. And forget it.

I believe the problem is in the cylinder. Send it to a machine shop tell them the problem and ask for an estimate. Both heads should be done but that is your choice. You could have a cylinder leak down test or a smoke machine could be used to make a more precise diagnosis.
