1991 Chevy Camaro Radiator fan not comming on

When I bought this car the wires to the radiator fan had been cut. I hooked them back up but fan does not seem to be working. Iam sure there has to be a sencer that tells the fan when to come on and off. where is this sencer and how can I test the fan

Power the fan motor direct from the battery if it comes on-check the fan relay and coolant temperature sensor.
