Car pulls to the right while braking

Removed the lines between the master cylinder and the proportional valve at the valve had good flow.
The left front brake caliper is not releasing completly so I cracked the line and it released easly with help c-clamp. So the caliper is good. The right side appears to be working correctly. No abs or anything like that.
Just 4 wheel disc. The right front pads are worn more but were still in good shape.

My question is if this sounds like a bad proportional valve? Looks like there a right/left front circuit and then both of the rear run off one circuit?
