1989 Chevy Camaro can not engage parking brake

i cant pull my e brake the handle seems to be locked down and im not sure if the cable is too tight or not what else could be the problem

You need to go under the car and back off the adjuster nut from the front cable where it connects to the rear cables. Once there is slack in the cables try to activate the parking brake. If it moves one of the rear cables or both of the cables is frozen. If it still does not move the front cable is frozen. Any frozen cables should be replaced. If you pull on the rear cables toward the front of the car you should feel them move in and out.
