Can a decrease in oil pressure to 0 during normal engine operation on a small block 350 be due to damaged valve seals or worn piston rings?

No. Low oil level,old, or worn out oil(needs changing), or oil viscosity too thin. Worn valve seals, and/or worn rings will cause excessive smoke, but not loss of oil pressure.
