1987 Chevy Camaro 6 cyl Automatic 180000 miles

what would cause my camaro to fail emissions test? At 2500 rpm under CO (%) MAX 1.00, AVE.10, MEAS 2.34 they said this is what Failed MEAS 2.34 can this be my oxygen sensor?

Already replaced catylatic converter and exhaust?

Then fault in A.I.R. If air pump is not pumping air into CAT then CO is not converted into CO2
