1983 Chevy Camaro V8 Two Wheel Drive Manual

Today I drove my camaro, and it started and ran fine. When I went to start it again, I had no power at all, but I had power for my lights. I checked the battery with a tester and it had plenty of power, so I decided it was the starter. I tried to pop the clutch to get it started, but nothing happened after several tries. Could this be a stuck solenoid preventing the motor from turning over as well as preventing the starter from running?

Be careful here-short out the purple wire on the solenoid to the battery terminal at the starter-did it crank the engine over -if not its gone.
