The gas gauge doesn't work. We just replaced the dash cluster and it did not fix the problem. Is it the sending unit? If so, is the sending unit seperate from the fuel pump?

Hello,

The issue is likely the fuel level sending unit.
That level sensor is a part of the fuel pump assembly and gets replaced as a unit.

In order to replace the fuel pump assembly, you will have to remove the fuel tank. That will allow you to access the top of the tank to remove the fuel pump.

Here is a helpful guide:

I have attached diagrams for your reference.

Please let me know if you have any questions.
Thank you.
