2004 Chevy Blazer ac compressor chirp

On my 2004 Blazer, The pulley with the serpentine belt wrapped around it, in front of the ac compressor makes a squeal or chirpping sound when reved high in park or when accelerating uphill. The noise seems to happen when the pulley stops then spins again.

The pulley shouldn't stop. Do you mean when the compressor engages? Also, is the belt in good condition? Finally, is the belt tight?
