What is the proper adjustment procedure for post parking brake shoe assembly replacement. Is the adjustment done by opeing or closing star wheel adjustment on the shoe, or by shortening or lengthening the parking brake cable, or both?

Both.

FIrst make sure the surface of the rotor is is going to mate properly with the shoe. If there is a ridge or a bad surface, you might want to put on a new rotor.

You need to back off the adjustment on the cable so it has romm to tighten up after the shoe adjustment. The adjusters may be sitcky, so be sure it moves easily. Adjust it out to the point of drag on the rotor, then back it off a touch, then you go to the cable adjustment.
