the emergency brake peddle will not stay down when i engage it. the brake is engaging as long as i keep my foot on it but releases when i take my foot off. how dificult a job is it to repair?

There are dogs located in the e-brake pedal assy that are probably sticking. You may have to remove the kick panel to get a look in there.

Examine the ratching mechanism and you should be able to see the mechanics of it. I liberally spray a good penetrant such as Castles's thrust and start working the pedal with one hand a little and manually move the dogs to get it to start responding.
