2000 Chevy Blazer Park Brakes

My park brake did not work before I replaced rear brake pads, they were worn, but now that everything is back together, the park brake still does not work. The pedal, and cables and reaction piece at the hook up point on back of the hub all move when park brake pedal is depressed. Is there something I am missing or what?

the shoe for the park brake is inside the rear rotor. It could be adjusted too loose.
