IT NEEDS EVAP LINES PUT IN COULD I JUST USE RUBBER HOSES INSTEAD AND IF I DID WOULD IT PASS FOR A NEW YORK STATE INSPECTION

I recommend staying with direct fit replacements. Chances are the rubber would work for a short period of time and then fail.
