I would like to know if the engine from a 1995 Chevy Jimmy is compatible with a 1999 Chevy Blazer.

Sort of. The engines are the same size and they will physically interchange. BUT the 99 engine has a more advanced design inside. The sensors and computer controls are different as well. The 99 also has a balance shaft while the 95 does not.
What is the problem with the 99 engine?

I think it's a collapsed lifter? Cam shaft? Typical Chevy...
