1999 Chevy Blazer 4X4 Dash Switch not lighting up

My Service 4WD light is on. The 4x4 buttons on the dash switch don't light up or anything. No lights on the switch whatsoever. Could this be just a blown fuse? Or is it something else?

I would start with checking fuses. However, I question the 4wd actuator. On the transfer case, there is an electric motor that shifts it into 4wd. You need to check to see if the motor is getting power. If it is, then chances are it is bad.
