Once the gas hits about a 1/4 tank the gauge will start jumping from empty to full or just bounce back and forth between 1/4 to 1/2 what could the issue be. Plus I'm getting a gurgling or boiling water sound from somewhere in the dash around the windshield on drivers side. Plus there is a buzzing sound from the dash around the glove box when the a/c is running.

The bouncing of the gauge is the fuel pump sending unit at fault, it needs replacement. The gurgling sounds like an air pocket in the heater core. The system mostlikely needs to be "bled" and that should take care of it. The buzzing sound is probably a mixing door stuck between open and close, behind the dash.

Untill you feel you need to see the correct fuel level. There is nothing there that will cause your vehicle not to operate correctly, although, I dont know if that is a factor during emissions testing. I dont believe so.
