1998 Chevy Blazer dash blinks

My Blazer instrument cluster is part digital and part analog, the digital part gear selector read out is digital, my heat was not working so i had the heating system checked out flushed, thermostat replaced, a majority of the time that I drive to work the heat will not work, and sometimes it will, the fan come on but blows cold air and then at the end of the day it will blow hot air? went to a auto parts store they connected the computer to it and the computer did not register? could it be the computer or do I have a bad instrument cluster? what do you think and could you estimate the repair cost?

i would start by checking fuses. the reason the scan tool wasnt communicating is the fuse for the cig lighter is most likely blown and needs to be replaced.
