where are the idle air control motor and egr volve located on chevy blazer 1998 and how do you adjust the timing

the Idle Air Control (IAC) valve is located on the throttle body assembly.

the Exhaust Gas Recirculation (EGR) valve is located on the top, front of the engine.

Your ignition timing is controlled by a control module and is not adjustable.
