What does the pedal do when you step on it?
You could have a broken spring or cable end right at the pedal assembly. Or the front or rear actuator cables could be broken. If this is on a 4 wheel disc brake vehicle it could also be that the rear shoes for the parking brake have failed or rusted apart.
