1997 Chevy Blazer signal lights

I've changed everything to bulbs, and clickers i have spent alot of money and am exausted i was recently told by a dealer that my flasher may be out its a round silver connector i have no idea where it goes i looked on the side of my dashboard where i open my door and nothing looks the same to it. i'm thinking it will be located under the hood but i don't know where i need help i need specific details please! and the problem is that my blinker lights turn on but don't blink and when i put my hazord light they blink and yes if i move the blinker myself it will blink aswell but it wont blink by itself. please someone!
