1997 Chevy Blazer Idle air control valve

Engine Performance problem
1997 Chevy Blazer 6 cyl Four Wheel Drive Automatic 102k miles

A friend asked me if I knew how to install an IAC valve. Working on Fords for twenty years I said sure. He said he took the old one off that another tech had put on. He said the either twist or rotate. The other tech twisted the heck out of the one he just removed. He said he later read the instructions where it said. Do not twist more that an 1 1/8". So he thinks the guy ruined it and bought another. Being a Ford guy. The iac motors I have replaced were two bolts. Can you explain what I have to do to set this thing. Will I need a Tachometer? Does it set according to RPM?
