1997 Chevy Blazer Emergency brake cable

Lately my parking brake refuses to disengage when the handle is pulled from the inside (usually when my wife is driving it). AAA can usually get it disengaged from inside, but I need to know where the adjustment screw is so I can remove the slop in the cable. Any help would be appreciated. Thank you.

Adjustment under near rear diff but first adjust rear brakes

Sounds more like the cables are binding if it will not release. Best solution is to replace the cables as needed.
