1996 Chevy Blazer Transmission Whine

I was informed by my mechanic that the torque converter is locked up. How much should it cost to repair and should the tranny be rebuilt at the same time?

With that kind of mileage, I would suggest it.Honestly surprised it hasnt already been done at least once. Have them be sure all electronics are good as well as the trans being good mechanically
