1988 Chevy Blazer Defrost won't blow

1988 CHEVROLET BLAZER

Regardless of vent, heat, or defrost, it only blows out the vent. It won't blow out of the top of the dash. Can anyone help? Vacuum line perhaps?

the heater and defrost is controlled by cables that come from the heater control unit, check the cables to make sure they work properly.
