1996 Chevy Beretta rain water leak

When it rains get very large puddles on the front drivers and passenger floor. Fixed two rust holes under the cowl cover near the drivers wiper assembly and a small hole on the passenger side. However it still leaks. The drain holes are open in the cowl area. At a total loss. How is the water coming in?

without lookingat it this is like finding a needle in a haystack. But check around the windshield for rust as there may be some metal gone that's letting it in. Or look in the vent area infront of the windshield. Also you'll have to lok where the steering rack is for holes there.
