1991 Chevy Beretta Fuel System

The vacuum hoses that come from my fuel pressure regulator are seeping fuel into my air filter hosing unit from the intake. when i'm in gear not pressing the gas the idle goes up and down and sounds like the engine is flooding out and then it stalls. when i'm in park idling it does the same thing . what is my problem and how do I fix it? Is it the fuel pressure regulator?

The fuel pressure regulator is ruptured its no good.
