1988 Chevy Beretta water pump

i am having a hard time taking off the water pump pulley. i am following chilton's guide book, but it seem alot more difficult. do i need a special tool? the four bolts seem almost welded onto the puley.

Hi:
They are a pain. What I would do is take a long screwdriver and wedge it between two of the four bolts so I could hold the pulley from moving. Then I would be able to get it off.
