2004 Chevy Aveo i need help!

i just had a mechanic at work look at my brakes and he told me that all i needed was new front brake pads. when i called a few places to get some prices for the work they all told be that i needed new roters too with out even seeing my car! i think they just want to get a little extra money. Am i being scamed?!

They should be resurfaced, but only replace them if they are below discard spec.
