Windshield wipers on the passenger side stopped working in the freezing rain

Hello,
Both wipers were working when it started to rain freezing rain, then the passenger side stopped operating, it would try to go but can not go up. I kept driving with just the drivers side operating and now it goes sporadic and does not always go all the way up or up at all. I have tried to pour warm water on them thinking they were just frozen, but it did not work. any suggestions?

turn them off and and try to tighten the nut that secures them. they tend to work loose.
