2003 Chevy Astro fan run all the time

My fan(blower) is running even with the switch in the off position. It does go off occassionaly. The problem is that it drains the battery or shorts it out. It may run even with the ignition off, but I'm not sure of that.
Can I disconnect something or take a fuse out (didn't find one ) so it won't run at all?What do you think is causing this?

In the instrument panel fuse box, pull fuse 12, 20 amp htr-ac, that should kill it, the front blower.

I'd do some testing at the blower relay, with everything operational.
