I am told I need a new CAT. I purchased vehicle in TX but the garage says it has California emmisions. So I am forced to buy a MFR CAT at about $900.

Since I am in Texas can I replace with a Fed Standard (48 states) CAT?

To the best of my knowledge, yes. Not because it is a requirement in TX, but rather the computer, sensors. Are set up for CA and will not accept the readings of a different style of converter. This will most likely lead to other driveability problems for you.
