2002 Chevy Astro blown oil filter seal

The prob I have is the oil pressure shoots all the way to 80 psi at startup, the blows the oil filter seal within seconds

There is a pressure regulator that is in the oil pump. Chances are it is bad and the pump will need replaced. (make sure you don't have two gaskets on when you replaced the filter) Some gaskets will stick to the engine, you put a new filter with the new gasket on it, and it blows it out. If that isn't the case, the pressure regulator is bad and as mentioned, I believe yours is part of the oil pump.
