2001 Chevy Astro Blower speeds

The blower motor will only run if the controller is set to the highest possible setting.
I've replaced the controller in the dash.
When I check the voltage at the motor, I get no voltage on the lowest setting. I get some voltage on settings 2 and 3. I get about 12 volts on the highest setting.
Is the blower motor bad?
Is there another part between the controller and the motor I should be checking?

Test out the blower motor resistor this the one that controls the motor speed by increasing and decreasing resistances.
