Fan does not work in high. Replaced resistor, replaced vacuum hose, checked fuse; have voltage at fuse box and plug to blower fan.

Where is the relay located? Is the relay and resistor the same part or is there 2 relays? I changed the resistor inside the heater core cowling (passenger side of engine compartment behind windshield washer and overflow tanks).

I'm sorry I was wrong, your van has a resistor / relay as an assembly.
The low speeds go through a 20 amp fuse.
But the high speed goes through a different 30 amp fuse. That is under the hood.
