When it's cold, below 45 degrees my steering makes a grinding noise when I make a full turn of the wheel.

Hi:
Does the sound come from the steering column? If so, the bearing inside the column is most likely the problem.

Grinding noise is probably the power steering pump unless noise is located in steering column as Jacobandnickolas pointed out.
