1999 Chevy Astro leak at waterpump

I have a leak on the upper right hand bolt of the water pump. I've pulled it and resealed it several times with new gaskets and seals and it still leaked at the upper right hand bolt. I replaced it with a new water pump and it still leaks at the upper right hand bolt. I'm stumped what do i do next

Have you checked to make sure the surface is flat with a straight edge? It sounds like something is warped or maybe a gouge was put in it when cleaning the old gasket.
