1999 Chevy Astro Fuel related problems

I have a 1999 Astro van, and it will not start unless I spray starter fluid in air intake. Gas is up to fuel pressure, don't have a guage to know if it is at 60 psi. I can hear fuel pump hum. Just replaced altentor and found one spark plug wire unplugged and 1 loose, put them back on. Don't know ifproblem is fuel pump or fuel regulator. Any suggestions. Thank you for any help.

Really need to check fuel pressure with a guage.

Purchased a fuel pressure gauge today. Gauge reads 16 pis. I think it is suppested to be somewhere around 58 to 60, if I am correct.

Yes needs to be 60-66 psi It's time to drop tank and replace pump.

We were in the procress of replacing the fuel pump as I was reading your email. Van is now running, thanks much for your advice.
