After putting brake fluid in, appling brakes and only slows down, dont stop. Could it be the master cylinder?

Hi there,

How low was the brake fluid? You may have a leak and that will cause a loss of brake pressure, you may have little or no brake pads left, It could be a faulty master cylinder, I suggest you urgently have your brakes inspected by a qualified mechanic as there is a problem there which need attention ASAP.
