1997 Chevy Astro turn signals don't work

The turn signals will not flash, but the hazard lights do flash. When the turn signal switch as used the light on the dash does not lihgt up. THe fuse for this circuit keeps blowing. THe hazard lights do not cause the fuse to blow.

Does fuse blow when signal are operated? if yes then possible short in turn switch
