1994 Chevy Astro van will not start with key without using

Vehicle will not start fuel pump wont operate on ignition without jumping primer wire. Cannot locate fuseable link.

Hi there tlhcatwoman@yahoo. Com and TY for the donation this is what keeps the site going.

Inspect and test the ECM/BATT fuse 15amp in fuse block behind left side of instrument panel and fuel pump relay at right cowl above blower motor-let me know the outcome we start here.
