1994 Chevy Astro van surges while idling and when it is put

I have just replaced the fuel pressure regulator, now the van will crank, but it will not idle correctly or cranks and then immediately staalls, and when i put the van in DRIVE, the engine surges and eventually stalls. Also replaced vaccum lines today, and spider relay 2.5years ago.
